Information might be regarded as being present in the form of a pattern of activation, or vector, across a population of neurons.
The story is far from complete, and there are a number of difficult problems with it, but nevertheless it is highly suggestive; I will use it as a placeholder, for convenience of exposition, pending completion of a theory of this sort.
